You might be able to just share whatever you want to the printers email address (strictly speaking this means using a third party, eg HP, Epson etc address rather than Google Cloud Print). This is not Google Cloud Print and will not work with older printers.
To gain access to your printer, you will need to download the Google Cloud Print App. Download it! You don’t see it as an app, but if you go to Settings (and on the Samsung Galaxy Tab 3 then go to more settings – otherwise go to system) and choose printing, you will see Cloud Print. Turn it on.
You will now need to accept the invitation to use the printer if you it is not your printer or you are using a different gmail account than the account to which the printer is registered.
In other words, your google cloud print printer is registered to your gmail account. You have to be logged into Chrome on your computer in order to use it. You can invite other people to use your printer by sending them a share invitation by email. They then have to accept that invitation. On an android device provided you have the Google Cloud Print app installed, on accepting the invitation that printer now appears as an option on your device.
Whenever you want to print to your cloud printer from within the app you are in choose options and then Google print.
If you use an iOS device (ipad etc) then Google Recommend Print Central Pro (which costs £5.99). There are a number of other apps available – none free and none recommended by Google.
