Image management

Digital Images are simply images captured by an electronic device such as a digital camera or scanner.

On an android tablet there is normally a camera, a photo app (which may have some editing capacity) and a gallery management tool.

Picasa is a tool for managing photos, not editing them.  You can upload to Picasa Web Albums through Google +.  Although you may see Picasa apps in the play store, they are not Picasa, they are simply ways of accessing Picasa.

However, you can download Picasa onto a computer (Windows) and organise, edit and share your photos that way.

Flickr is simply a space in the cloud for saving and sharing up to 1Tb of photos/images.

Once created, a Flckr account can be used to directly upload photos from any internet connectd device.

Picmonkey is a powerful online editing tool for images and photos.  It requires Flash, but there is a free app (android and iPad)which you can download.  However, you cannot edit photos directly from your device – the images need to be stored in the cloud (dropbox, onedrive, facebook).
