Make sure your app is up to date. It is much clearer to use now.
In settings choose backup and sync and check all the settings, especially the upload size.
Note the other settings – can you free up device storage?
Can you a a shortcut to your camera?
Take a few photos with the camera and then check that they have uploaded.
